Introduced in 1963, the JX class wagons were designed for transporting bulk cement, primarily from Waurn Ponds near Geelong to various locations around Victoria. In the mid-1980s, these wagons were utilized to carry cement to New South Wales for the construction of the new Parliament House in Canberra, operating in blocks of 15 to 30 wagons. The last 50 wagons (numbers 109 to 158) were built as VPCX during 1981/1982.
