Introduced in late 1977, the JAF class wagons were specifically designed for transporting soda ash from production facilities to the ICI glass plant at Yarraville. Numbered 501 to 510, these wagons were initially coded as JAF, indicating their purpose for soda ash transport. In 1979, they were recoded to VHAY as part of Victorian Railways' standardization efforts. By 1987/88, they were further reclassified to VHAF, following changes in the four-letter coding system.
